LEADERSHIP SEARCH COMMITTEE
CHARTER

 
ARTICLE I
PURPOSE & GOALS

Section 1.  The purpose of the Leadership Search Committee is outlined in the June 27, 2002 Imperial Bylaws of the Iowa Corporation of the AAONMS.

     Subsection 325.9 Leadership Search Committee.  The Board of Directors may appoint a committee consisting of not more than five (5) Nobles to study the qualifications of possible candidates for elective office in the temple.  This committee may report their findings to the Board of Directors and/or to the temple members in the form of a nomination at a temple election.  This committee may also consult with the Chief Rabban on his appointments if so requested.”
 

Section 2.  The Board of Directors of El Katif Shrine shall appoint a Leadership Search Committee.  The Goals of the Leadership Search Committee for El Katif Shrine will be to establish guidelines for qualification, to evaluate candidates, and to recommend potential candidates for Divan positions for each ensuing year.

Section 3.  Should an unexpected vacancy occur on the Divan during a calendar year, the Board of Directors of El Katif Shrine may activate the committee for the purpose of recommending candidates to fill the position (s).
 

ARTICLE II
STRUCTURE & TERMS
 

Section 1.  The Leadership Search Committee shall be composed of at least three (3), but not more than five (5), members of El Katif Shrine in good standing.  The Committee shall be initially formed as follows:  the Board of Directors will select three (3) to five (5) members by ballot. At least one (1) of the members, but not more than two (2) members selected, will serve a three (3) year term.  At least one (1) of the members, but not more than two (2) members, will serve a two (2) year term.  And, at least one (1) of the members, but not more than two (2) members, will serve a one (1) year term.

Section 2.  Subsequently, members whose terms have expired will be replaced as follows:  the incoming Board of Directors will appoint at least one (1) member, but not more than two (2) members, to the Leadership Search Committee in December of each year.  The newly appointed member(s) will serve a three-year term.

Section 3.  The remaining term of a committee member who might by his death, resignation, or due to other reasons create a vacancy, shall be filled by a replacement Noble who will be appointed by the Board of Directors.  No member shall succeed himself more than one time after one full three (3) year term.

Section 4.  The Chief Rabban will serve as an ex-officio member until such time as he has completed his appointments or feels he has sufficient input from the committee.  The Assistant Rabban will be invited to join this committee until, as Chief Rabban, he has completed his appointments.


ARTICLE III
REPORTS
 

Section 1.  The committee will submit their recommendations to the Board of Directors of El Katif.

Section 2.  The Committee may, with approval of the Board of Directors, submit its report to the membership by publication in the Word of El Katif Shrine no earlier than the January issue, and orally at the annual meeting of the membership.

Section 3.  The Committee may, with approval of the Board of Directors, report its findings to the general membership and their recommendations as to the candidate’s qualifications for office.
 

ARTICLE IV
CHAIRMANSHIP

Section 1.  The Committee may elect one member to serve as Chairman and Spokesman, or it may choose to elect one member to serve as Recording Secretary and rotate the role of spokesman for the committee among its members at its discretion.
 

ARTICLE V
MEETINGS

Section 1.  Meetings shall be at the call of the Chairman.

Section 2.  Meetings should occur as often as needed in order to review applications and to meet with candidates.
 

ARTICLE VI
NOMINEES
 

Section 1.  This committee should recommend no candidate to the Board of Directors who has not presented himself to the committee or provided biographical information.  The committee should meet with any Noble seeking a Divan position that asks to have dialogue with the committee.

Section 2.  It is the primary challenge of this committee to recommend candidates for a Divan position to the Board of Directors of El Katif Shrine that are the best suited and most qualified for Divan positions in the Temple.  If it feels that more than one Noble is properly qualified for a Divan position, the committee may recommend several nominees.

Section 3.  If the committee feels that a Noble who has presented himself for recommendation does not meet the high standards and possess the proper qualifications to assume a Divan position, or that a better qualified candidate is available, then the committee must assist in a diligent and extensive search of the membership for Nobles that are competent and equipped to undertake a Divan position in the Temple.

Standards and Procedures for the
LEADERSHIP SEARCH COMMITTEE
Of El Katif Shrine Center, Spokane, Washington
 

PURPOSE AND GOALS.  The intent of the committee is to recommend the strongest and most qualified Nobles from El Katif to fill Divan positions in our Shrine Center for each ensuing year.  Should an unexpected vacancy occur on the Divan during a calendar year, the Board of Directors may activate the committee for the purpose of recommending candidates to fill the position (s).  

 CONSTITUTION OF THE COMMITTEE.  The Committee shall consist of at least three (3), but not more than five (5), members.  All shall be active members of El Katif Shrine and in good standing.  Appointment to membership on this Committee shall be as provided in Subsection 325.9 of the bylaws.  Past Potentates may serve on the committee as well as other El Katif Shrine members who have had experience in key positions of leadership and responsibility in a Shrine Center.

 The Assistant Rabban may serve as an ad hoc member of the committee commencing with the end of the annual Imperial Council Session.  He may continue to serve on the committee until the succeeding Imperial Session.

 LIMITATION OF TERMS.  Each year at least one (1) member, but not more than two (2) members, may rotate off the committee, unless he/they is/are reappointed, and be replaced by a new appointee(s) whose term will be three (3) years.  No member shall succeed himself more than one time after one full three (3) year term.  A member once rotated off the committee cannot be reappointed to the committee until two (2) years have elapsed.

 SELECTION OF MEMBERS.  A majority of the Board of Directors will select new members for this committee and pass the names to the Chief Rabban who will appoint any new member(s) upon his election as Potentate. 

 NOTIFICATION OF NEW MEMBERS.  New members will be notified of their proposed appointment immediately, and/or not later than the end of the calendar year, after their selection in order to get their acceptance as soon as possible.

 TERMINATION OF SERVICE.  Excluding the Chief Rabban, any member of this committee may be removed from the committee by the Potentate with approval of the majority of the Board of Directors.

 NOMINATIONS FOR ELECTED OFFICE IN EL KATIF.  The procedure of unlimited and open nominations from the floor for all elected offices within El Katif will continue to be unrestricted. Nominations will not be closed until all members present who are in good standing and who wish to make nominations are heard.

 QUALIFICATIONS OF NOMINEES.  Listed here are several basic guidelines which the committee should consider in its evaluation of nominees for office.

 Leadership, for the most part, is a learned skill more than an inherited skill.  Therefore, a Noble must have had prior leadership experience in order to adequately fulfill an office.

             Business or professional background.  Has this Noble distinguished himself in his field of endeavor?  Has he served in leadership roles in his trade, organization or professional associations?

            Service Clubs.  Many good candidates may have a strong background in Rotary, Kiwanis or other service clubs.  The deeper his involvement in any service club activity and his history of leadership in one of these organizations is a good referral for Shrine service.

             Ethics.  How much is known about his business and/or professional ethics?  How do his peers judge him?  What is his reputation among competitors and co-workers?  Has he had ethics problems with brother Masons or Shriners?

             Character.  Does this candidate have any criminal charges in his background?  Is he a family person?  Or, if divorced, does he (did he) provide support for his children as well as the cost of their education?  Are his morals acceptable?  Is his conduct befitting a Mason?  Would the members of this committee accept him as a personal friend?

             Management skills.  Has the candidate ever had positions which required management of large groups of people, either in business, fraternal, eleemosynary, or community service work?

             Education.  Although extensive formal education is not a prerequisite for office in El Katif Shrine, nominees must be well spoken and articulate with a reasonably good command of the English language and must be able to present a professional face to the media and to the community.

            Community Service.  If the candidate has been a “mover and shaker” in his community, this is an indication that he places the well being of those around him above his own personal interests to at least some degree.  Chamber of Commerce participation and support, volunteer work, and support of humanitarian causes all point to the qualities we are looking for in our leaders.

             Community Recognition.  This is a very important qualification.  Although hard working Nobles are valuable to the operation of El Katif Shrine, their involvement and recognition in the community and work outside of Shrine is helpful.

            Stage Presence.  This is a learned talent and it should be part of the qualifications for any Noble seeking a Divan position in El Katif Shrine.  When they are seen and heard in public or on television, that person is the Shrine.   

             Religious Commitment.  Beyond his Masonic vows, the religious persuasion of candidates should not be a consideration in the evaluation of a nominee’s ability to fill a position. However, a strong commitment to a greater power says a great deal about a man’s character and his inner self.

            Military Service.   Time spent in one of the branches of the military service of our country could be a consideration. 

             Financial Stability.  Although it is not necessary for a candidate to be financially independent, it is necessary that no hardship on his family will result from his dedicated service to the Shrine.  A candidate for a position on the Divan must understand the cost of such a commitment.
